Coliseum Boulevard Plume History &
General Background Information

Since 2001, the Alabama Department of Transportation (ALDOT) has investigated an area where the shallow groundwater 10-50 feet below land surface (BLS) contains concentrations of trichloroethylene (TCE).  This investigation has been conducted under the regulatory oversight of the Alabama Department of Environmental Management (ADEM), the U.S. Environmental Protection Agency (EPA), and the Alabama Department of Public Health (ADPH).

This site has been named the Coliseum Boulevard Plume ("CBP").

ALDOT previously used TCE for asphalt testing.  Pursuant to manufacturer's recommendations, spent TCE was poured down the drain.

The CBP is located in Montgomery, Alabama, and includes areas generally east of Lower Wetumpka Road, south of the CSX Railroad tracks and Northern Boulevard, and west of Emory Folmar Boulevard.  (LINK TO MAP)

ALDOT'S investigations have determined:

• TCE is contained in the groundwater which is about 10 to 50 feet below land surface.
• The Institutional Control Program for the CBP includes environmental covenants and deed restrictions on property in the CBP that prohibit access and use of the groundwater without notice and approval of ALDOT.
• There is no TCE in surface water in the CBP that is accessible to the public.
• There is no TCE in the drinking water in the CBP.  All drinking water comes from sources outside the CBP. View CCR2010

• There are no industrial wells in the CBP that contain TCE.

ALDOT designed a clean-up and management program that includes instutional controls to restrict access to and use of groundwater and to control and treat the groundwater at the endpoints of the CBP.
